MetroAction of NEPA
MetroAction is a non-profit community development organization dedicated to providing small business loans and business development assistance throughout Northeastern Pennsylvania (NEPA).
Small Business Development Centers of PA
Located at the Universities of Kutztown, Lehigh, Scranton, Wilkes, and others the SBDC helps small businesses break into new markets, improve marketing outreach, and seek capital, among other services. Most services are free!
US Small Business Administration
This Federal Agency serves as a clearing house for a myriad of information from load assistance, to bushiness planning assistance. There is also a local resources section, and a "Stimulus for Small Biz" section.

This site is a wiki where Small Business owners from around the country share what they've learned on different topics from copyright to disaster planning.
PA Small Business Assistance Program
This is a clearinghouse for state resources that assist business, especially in markets where entry costs are prohibitive for small firms. There are is also an up to date listing of available grants.
Small Business Assistance Center
This Kennet Square, PA based non-profit helps connect small businesses with bulk purchasing of insurance, telecom, and credit. They offer free 1/2 hour consultations, with referrals to appropriate experts.
PA Emarketplace
This is a state web page that allows you to review and bid on state contracts.
Business.gov
A Federal website. Well organized and a comprehensive list of federal resources, grant opportunities, and biding opportunities. An excellent resource for compliance issues.

PA Department of General Services
This site provides information on biding on state and local contracts, as well as allowing local governments and non-profits to explore "piggybacking" on state contracts.
